Error 651 :The Modem (Connecting Device) has Reported an Error

Today while connecting my laptop to Internet I received an error message Error 651 :The Modem (or other Connecting Device) has Reported an Error. I use Tata Photon Plus to connect my Windows 7 laptop to Internet. Network Connection Prompt lets me either redial or cancel it. I tried redial option but again I got the same error 651. In this tutorial I am sharing the steps I followed to fix the message "Error 651 :The Modem (or other Connecting Device) has Reported an Error".

Reasons to Get this Message

At first I checked Microsoft knowledge base for the solution. According to them the reason for Error 651 :The Modem (or other Connecting Device) has Reported an Error is with Layer 2 Tunneling Protocol (L2TP). They define the reason for the issue as "It occurs because the Layer 2 Tunneling Protocol (L2TP) tries to create a host route and then detects that the route to the host that was created by the dial-up connection already exists". However, I am not sure if it is the right reason for it because I found this answer under Windows 2000 and the message is related to establishing a VPN connection.
651 :The Modem (or other Connecting Device) has Reported

One of most discussed reason for Error 651 is the issues with “raspppoe.sys” file of Windows 7. In many support forums, users comment by replacing “raspppoe.sys” file of Windows 7 with Windows Vista, they could fix the issue. I never tried this method so cannot agree or disagree. If the method mentioned in this tutorial does not work for you, it is a suggested workaround.

Solution

Here I would like to share some practical steps to solve the "Error 651: The Modem (or other Connecting Device) has Reported an Error". I recommend you to follow the steps in the same order I provided.
  1. Click on redial

  2. Unplug the modem and reconnect (For external and USB modems)

  3. Reboot your computer

  4. Use Admin account to connect to Internet

  5. Remove all Dial up network connections and create new one

  6. Ensure that you are using the latest modem driver

  7. Replace “raspppoe.sys” file with Windows Vista's same File

Hints

You can find “raspppoe.sys” file at the following location: c:\windows\system32\drivers. In the same way you should go to following location to remove dialup network connection: Control Panel> Network and Internet> Network Connections

How to Disable Firefox Software Automatic Update Check

I am a great fan of Firefox browser but I feel little disappointment with their recent policy about increasing the frequency of browser updates. They have reduced the time interval between two Firefox releases and that forced me to adjust with my customization. I use the browsers in my own customized way but whenever I update the current installation, I loose the customization. However, it always look for new updates and force me to install the latest release. So I have disabled the automatic check for latest release by Firefox on my computer. You may see a window like below to alert you the recent release.
 Checker

I no longer see this alert on my computer because I disabled it. In case if you want to do the same, follow the instructions below.

  1. Start Firefox

  2. Click on Tools or press [Alt] and [T] buttons together

  3. Click on Options

  4. Click on Advanced tab
    Releases

  5. Click on Update tab
    solving bugs of past versions

Now uncheck automatic update check for Firefox.

Firefox No Longer Finds Latest Versions

On the contrary to what I expressed here, some users enjoy the fast browser updates. They consider it as a good way to fix any possible vulnerabilities in the past versions. Such a user find it awkward if the browser is not detecting the latest release. If you are such a user and the Mozilla browser installed on your laptop is not automatically checking the new versions, you can fix this issue by following the instructions below.
  1. Press [Alt] and [T] buttons together and select Tools

  2. Go to Advanced tab

  3. Go to Update and check the boxes near automatic check for updates.
