SSC accepts degree from any universities approved by UGC (University Grants Commission). Punjab Technical university (PTU) is approved by UGC. Now the second part of your question. Since you are doing off campus degree from PTU in Distance Education mode, it is important to know whether PTU Distance Education is approved by Distance Education Council. Even though any Distance Education degree from UGC approved Universities is equal to regular degree, it is better the distance education program is approved by Distance Education Council. I couldn't find the latest list of approved universities offer distance education mode, so I recommend you to contact PTU enquiry department to verify it. To apply for Officer posts in CBI or other police forces in India, you must have a degree. So you cannot apply for SSC CGL examination.
SSC CHSL is one of the best suited for those do not have degree (anyone has pass in plus two or equivalent can apply) but its upper age limit for general category is 27. You should also start looking for state PSC examinations which suited for your qualification. Another opportunity is public sector companies which recruit diploma engineers.
Public Service Commission (PSC) is a constitutional body which is responsible for the recruitment of state government employees. To apply for jobs selected by state PSC, you must register with official PSC website (of your state) and start looking for new entries in notifications sections every week. Yes, he can as long as his Bsc is from a UGC recognized institute.
Since your graduation is from a foreign institution, SSC may ask you to produce an equivalency certificate. If you can produce an equivalency certificate for your degree from a UGC recognized university, you will not face any trouble with applying for SSC CGL examination.
Minimum height required for women candidates is 150 cm. As per inch to cm conversion 4'11'' is 149.86 cm. I suggest you to measure your height in Centimeters and verify.

I assume the issue is the different name printed on Aadhar and matriculation certificate? You can change the spelling printed on Aadhar. Follow the instructions provided in the link below.
